At Nevada Humane Society (NHS), we’re more than just a shelter, we’re a community of pet lovers and proud pet parents who believe every animal deserves a happy, healthy life. This page offers a heartfelt look at the values and principles that guide everything we do.
Animal welfare has come a long way, and so have we. Shelters were once seen as a final option for pets with nowhere else to go, but today, we embrace a Community-Centered Animal Welfare approach. Our focus isn’t just on providing temporary housing for pets in need; it’s on keeping families together, addressing the root causes of pet homelessness, and ensuring the well-being of animals in our care. Simply put, we’re here to support pets and their people—helping them stay together whenever possible.
Here’s what that looks like at NHS:
• We Help Pets Find Homes: Whether it’s through adoption, fostering, or temporary care, we match pets with loving families who are ready to welcome them.
• We Prioritize Nose-to-Tail Care: Our nose-to-tail approach includes affordable spay/neuter programs, behavioral support, and accessible wellness care to keep pets healthy and thriving.
• We Support the Human-Animal Bond: Through education, training, and compassionate guidance, we help people become confident, caring pet parents.
• We Advocate for Animals: We work with local, state, and federal partners to strengthen animal protection laws and expand access to lifesaving resources.
Our philosophies shape every decision we make, from the care we provide in our shelters to the programs we build for our community. They’re the heart of our mission to care for pets, find them homes, and save lives.

Pets, People & Compassion: Our Community-Centered Approach
We believe animal welfare is a community effort, a shared mission that brings people together to create a better world for pets and their families. Our Community-Centered Animal Welfare model is about more than just providing housing for homeless pets; it’s about keeping pets with the people who love them, offering support when needed most, and working side-by-side with our community to save lives.
By engaging local businesses, organizations, volunteers, and compassionate individuals, we reduce intake, provide better care for animals who do enter our doors, and create a safety net for pets and people alike.
We’re dedicated to making a positive impact for pets and people through a range of nose-to-tail programs and services:
- Housing & Nose-to-Tail Care: We offer a safe haven for lost, abandoned, and abused animals, ensuring they receive immediate care, comfort, and support.
- Community-Centered Programs: We tackle the root causes of pet homelessness, like financial hardship or lack of resources, promoting pet ownership and keeping pets with their families.
- Strengthening the Human-Animal Bond: We believe pets are family, and we work to support and celebrate that bond through education, resources, and compassionate support.
Our Community-Centered Animal Welfare approach is powered by collaboration and proactive solutions. Here’s how we make it happen:
- Community Partnerships: We team up with local organizations, businesses, and individuals to build a strong support network for pets and people. Whether it’s through sponsorships, collaborative events, or shared resources, we know we’re stronger together.
- Education & Outreach: We offer engaging programs and educational resources to help our community become pet owners, prevent animal cruelty, and keep pets healthy and happy.
- Community Cat Programs: We humanely manage community cat populations through TNR, reducing overpopulation and improving the well-being of free-roaming cats.
- Foster Programs: Our amazing foster volunteers open their hearts and homes to pets in need, providing them with personalized care, socialization, and a safe place to heal.
- Volunteer Opportunities: We welcome volunteers to get involved in various roles, from animal care and socialization to administrative support, expanding our ability to help pets.
- Inclusive Practices: We create a welcoming environment for everyone in our community, making it easy for people of all backgrounds to support our mission and make a difference.
The Heart of Our Care: Animal Welfare Frameworks
The Five Domains of Animal Welfare
We’re dedicated to ensuring every pet in our care thrives physically, mentally, and emotionally. To make that a reality, we embrace the Five Domains of Animal Welfare, a science-based framework developed by Professor David Mellor. This approach helps us look beyond just the basics, recognizing that an animal’s well-being is about both their physical health and their emotional happiness.
The Four Rights of Animal Sheltering
We believe every pet deserves not just any care, but the right care, delivered at the right time, in the right place, with the right outcome. Our Four Rights of Animal Sheltering framework ensures we make thoughtful, compassionate decisions for every animal in our care.
Guidelines for Standards of Care (ASV, 2nd Edition)
We’re committed to providing the highest standard of care for every pet who comes through our doors; that’s why we fully support the Guidelines for Standards of Care in Animal Shelters, published by the Association of Shelter Veterinarians (ASV). These guidelines, updated in December 2022, provide a comprehensive framework for ensuring every animal receives safe, compassionate, and effective care.
Capicity for Care
We believe quality care is about more than just space. It’s about making sure every pet receives the attention, compassion, and support it deserves. That’s where Capacity for Care comes in. Capacity for Care is a shelter management strategy that ensures we always have the right resources, from comfortable housing and caring staff to top-notch veterinary care, to meet the needs of every animal in our care.

Open Hearts, Open Doors: Our Welcoming Approach
We believe compassion is at the heart of animal welfare, and that means showing understanding, empathy, and respect to everyone who walks through our doors. Whether someone is adopting a new best friend, making the difficult decision to surrender a pet, or seeking support, they deserve kindness without judgment.
A welcoming, non-judgmental approach doesn’t just help pets find homes; it helps build a compassionate, connected community. It means people can turn to us for help without fear of criticism, knowing they will be met with kindness and understanding. We’re here to help pets and people, no matter their story.
Our Approach
Understanding Barriers in Animal Welfare
How We Break Down Barriers
Embracing Adopters Welcome
We believe finding a loving home for a pet should be a joyful, welcoming experience, not a maze of obstacles. Embracing the Adopters Welcome philosophy is all about making pet adoption accessible, positive, and focused on creating the best possible matches between pets and families.
A warm, open approach to adoption doesn’t just help pets find homes faster; it creates a community of happy, confident pet owners who know they can always turn to us for support.
Here’s why it makes a difference:
- Breaking Down Barriers: We make adoption simple, avoiding lengthy applications, home visits, or rigid rules that can discourage potential adopters.
- Building Trust: We treat every adopter respectfully, recognizing they know their lifestyle best.
- Empowering Adopters: We offer education, resources, and support, so new pet parents feel confident and prepared.
- Reducing Length of Stay: By making adoption accessible, pets spend less time at our campus, reducing stress and helping them adjust to their new homes faster.
Our Adoption Practices
No Automatic No’s/Must-Haves
We focus on matching pets to people rather than enforcing rigid requirements. We share as much information as possible about each pet so adopters can make informed decisions about finding their furry best friend.
Respect for Renters
We educate renters about pet policies without acting as enforcers, trusting them to make responsible choices.
Supportive, Not Strict
We encourage practices like keeping cats indoors and providing preventive vet care, but we educate rather than mandate.
Breed-Neutral Evaluations
We look at each dog individually, assessing behavior and personality instead of making assumptions based on breed.
Pets as Gifts
We embrace the practice of pets as gifts, backed by research showing they stay in homes just as successfully as other adoptions.
Adoption Tips
We offer guidance on introductions but let adopters decide what works best for them, avoiding unnecessary meet-and-greet requirements.
No Home Visits or Age Restrictions
We don’t require home visits, age limits, or declawing mandates, trusting adopters to make good decisions.
Same-Day Adoptions:
We make it easy for adopters to bring home their new best friend right away, minimizing shelter stress and freeing up space for other pets.
Our Adoption Policies
If an adoption isn’t the right fit, adopters can return the pet within 90 days for a full refund of their adoption fee and explore another match. Beyond 90 days, we are committed to supporting adopters in rehoming or bringing the pet back.
Adopters can rehome their pets without penalty and are always welcome to adopt again, with our help updating microchip records.
Pets are spayed/neutered, vaccinated, and microchipped before adoption. Adopters must be 18+ and have a valid photo ID. We do not adopt to anyone with a history of animal abuse, those under the influence, or for food/experimentation. While we understand people may experience difficult times and are proud to offer support through our Pet Pantry, we do not adopt to individuals who have received pet pantry assistance within the past 30 days.
We know most adoptions are successful, but we’re here to help when they aren't. We focus on supporting adopters without judgment, finding solutions together, and always putting pets’ well-being first.

Lifesaving with Purpose: Our Promise to Pets
Nevada Humane Society is committed to providing each animal in our care with the best possible chance for a live outcome. Our Lifesaving Philosophy is built on compassion, responsibility, and a commitment to ethical decision-making. We recognize our responsibility extends not just to the pets in our care, but to the community we serve.
Our Lifesaving Philosophy:
Nevada Humane Society is committed to providing each animal in our care with the best possible chance for a live outcome. Our Lifesaving Philosophy is built on compassion, responsibility, and a commitment to ethical decision-making. We recognize our responsibility extends not just to the pets in our care, but to the community we serve.
Our Lifesaving Commitment
For almost 20 years, more than 90% of the animals in our care have found live outcomes, reflecting our deep commitment to lifesaving work and the benchmark associated with the “no-kill” movement. But our commitment doesn’t stop there, we continue to build on this legacy by expanding our services, strengthening our safety net for pets and people, and focusing on a Community-Centered Animal Welfare approach; an approach that focuses on keeping pets with their families and providing support for both pets and people.
- Prioritizing Quality of Life: We focus on providing nose-to-tail support for each animal with the best possible outcome, always considering their well-being and the safety of our community.
- Ethical Decision-Making: Our team makes thoughtful, informed decisions for each animal, balancing their needs with those of the people around them.
- Community-Centered Support: We work with adopters, fosters, rescue partners, and our community to save lives together.
The Evolution of the "No-Kill" Movement
The "no-kill" movement began as a response to the heartbreaking reality of high euthanasia rates in shelters across the United States. Its goal was to save as many healthy and treatable animals as possible, a goal that transformed the landscape of animal welfare.
Over the years, this movement has led to significant progress:
- Higher Adoption Rates: More pets are finding loving homes than ever before.
- Increased Awareness: Communities are more informed about animal welfare issues.
- More Resources: Animal Welfare Organizations now receive greater support for lifesaving programs.
But as the movement grew, the term "no-kill" became both a rallying cry and a source of confusion, sometimes creating division within the animal welfare community.
While the original intention of the "no-kill" movement was noble, the term itself has become a source of confusion and, at times, division within the animal welfare community. Here’s Why:
- A Misleading Impression: The term "no-kill" can suggest organizations never perform euthanasia, leading the public to believe any animal entering a shelter will be guaranteed a live outcome. This is not the case, even in "no-kill" shelters.
- Unrealistic Expectations: Some people assume "no-kill" means zero euthanasia, which is impossible for any organization that serves pets with complex medical or severe behavioral issues. All must sometimes make the difficult decision to perform euthanasia to prevent suffering.
- Creating Division: The term "no-kill" can create an “us vs. them” mentality, suggesting that organizations that do not meet the 90% live-release rate are failing or uncaring. In reality, many organizations, especially those serving underserved or high-need communities, do incredible work, saving countless lives while facing significant challenges.
At Nevada Humane Society, we believe true lifesaving means making compassionate, ethical decisions, prioritizing the well-being of animals and the community. We focus on being transparent, honest, and community-centered, not just meeting a percentage goal.
A Humane Approach to Difficult Decisions
At Nevada Humane Society, we know our responsibility is to protect animals from suffering, even when that means making the difficult decision of euthanasia. We take this responsibility seriously, always acting with compassion, honesty, and respect. At Nevada Humane Society, we focus on a holistic approach:
- Lifesaving Practices: We prioritize adoption, foster care, medical treatment, and behavioral support to give pets the best chance at a live outcome.
- Community Engagement: We educate the public about pet ownership, the importance of spaying/neutering, and ways to keep pets in loving homes.
- Ethical Decision-Making: Our decisions are always based on each animal's individual needs, balancing their quality of life with community safety.
Our Promise
Our Lifesaving Philosophy is about more than just statistics; it’s about making thoughtful, compassionate choices for animals and people alike. We strive to save lives whenever possible while maintaining our commitment to the safety and well-being of our community.
At Nevada Humane Society, we are committed to making every decision with integrity, empathy, and a focus on the best possible outcome for each animal we care for.
How We Save Lives
Every animal in our care is evaluated for medical and behavioral needs. This helps us determine the most appropriate path forward, whether that means adoption, foster care, medical treatment, or other support.
Our team provides essential medical care and rehabilitation for animals with treatable health issues. We also offer behavioral training and support to help pets overcome challenges and increase their chances of successful adoption.
We rely on our incredible network of foster families to provide temporary homes for animals who need extra care, socialization, or time to heal. Foster care gives pets a safe, loving environment and helps us better understand their personalities.
In some cases, euthanasia may be the most compassionate choice for animals suffering from severe, untreatable medical conditions that affect quality of life or dangerous behavioral issues that cannot be safely managed. Our team approaches these decisions with care, sensitivity, and a focus on preventing suffering.
Our lifesaving philosophy goes beyond the walls of our campus. We actively work to address the root causes of animal homelessness, offering support and education to keep pets with their families whenever possible.
